Early voter turnout for the Oglala Sioux tribal elections -- where iconic Lakota activist Russell Means is facing District 27 State Sen. Theresa Two Bulls for the tribal presidency -- and for state and federal elections in Bennett and Shannon Counties is running behind recent elections, according to Craig Dillon.
