The federal government is proposing to list Pacific smelt as threatened under the Endangered Species Act. The listing, if it were adopted after a year-long period of review, could prompt changes in dam operations in the Columbia and Klamath river basins, along with adjustments in offshore commercial shrimp fishing to reduce the “bycatch” of smelt.
