While the cost of a college education jumps every year, Ottawa University has agreed to educate some students for free. The university, which has its main campus in Ottawa, Kan., and another in Overland Park, has signed an agreement to house and educate for free members of the Ottawa Indian Tribe, which donated 65 acres of land for the school nearly 150 years ago.
