Franklin City employees could face layoffs, and city officials have decided to borrow $200,000 in anticipation of a $400,000 budget shortfall. Although the city started the fiscal year with a surplus of $140,000, several revenue sources decreased or disappeared over the last several months, Mayor Sam Jones said. The city will lose an estimated $250,000 of revenue-sharing funds from the tribe’s profits of its Cypress Bayou Casino in Charenton. In August, the BIA ordered an end to those payments after ruling them illegal. The payments had been written into the compact between the tribe and the state when the casino opened. Jones said some city employees will probably be laid off. He declined to provide specifics, but said he will attempt to make most cuts through attrition. Jones said the city has about six months to deal with the shortfall.
