A top official for Foxwoods, the casino proposed for 8th and Market streets in Center City, has offered an unusual legal defense after being sued in Connecticut for an unpaid $5.2 million loan. Michael Thomas, chairman of the Mashantucket Pequot Tribal Nation, cited a federal law on “theft or bribery” to declare that Sovereign Bank does not deserve to have the loan repaid.
