Almost a year after President Obama convened a Native American summit and instructed federal agencies to collaborate with tribes on programs and policies, Native American leaders in South Dakota and elsewhere say they’ve begun to see a dramatic shift in attitude from a government that for decades ignored or took advantage of them.
