The IRS says the Miccosukee Tribe’s financial records with Morgan Stanley in Miami should be turned over for its investigation into $3 million in credit-card spending by former chairman Billy Cypress on trips to Las Vegas, Foxwoods and other casino venues. “They are not tribal records,” Justice Department lawyer Robert L. Welsh argued at a key federal court hearing late Monday. “They are records of Morgan Stanley.”
