Add Gov. David Paterson’s name to the chorus of people seeking a change in Bush-era policies banning off-reservation casinos. The governor recently sent President Barack Obama a letter, touting the need for Indian-run casinos in the Catskills and making an appeal to overhaul a Bush policy that makes it nearly impossible for an Indian tribe to open a casino off their tribal lands.
