For the past three decades, leaders of the Red Cliff Band of Lake Superior Chippewa have dreamed of building a new casino but lacked the financing to take on the project. Until Monday. The Red Cliff Band is getting a $23.5 million loan from the Shakopee Mdewakanton Sioux Community that will enable them to build a new casino/hotel/entertainment and conference center on a five- to eight-acre site on the reservation.
