A Chandler, Ariz., architect has filed a complaint against two top Navajo officials alleging they ,as well as the Navajo Nation Ethics and Rules Office, engaged in a coverup of an investigation. Will Graven, owner of North American Building & Development, filed a lawsuit in November against Council Speaker Lawrence Morgan and Chief of Staff James Davis in Window Rock, Ariz., District Court.
