Low voter turnout meant a failed election for the United Houma Nation Saturday. The American Indian tribe held an election to let voters decide whether to remove term limits for the office of principal chief from its constitution. Unfortunately, the constitution also says an amendment election is only valid if at least 30 percent of registered tribal voters cast ballots.
